Provision on Main Functions, Interior Structure and Personnel Organization of  Hunan Provincial Bureau of Foreign Experts Affairs

   Upon approval of the Committee of Hunan Province C.C.P and Hunan Provincial Government, Hunan Provincial Bureau of Foreign Experts Affairs, under the supervision of Hunan Provincial Department of Personnel, is a sub-provincial administrative department taking charge of the introduction of talents from foreign countries, Hong Kong, Macao and Taiwan to Hunan Province
1. Main Functions
　　Hunan Provincial Bureau of Foreign Experts Affairs is responsible for the management of the foreign experts working in Hunan (including the foreign experts in the area of economics and technological management, in the system of science, education and culture, in the foreign-invested enterprises, and in the contract of introduced program and key constructing project), and the experts from Hong Kong SAR, Macao SAR and Taiwan region; responsible for the go-abroad and overseas training in foreign countries as well as in Hong Kong, Macao and Taiwan for the personnel in national departments and enterprises within Hunan province. The main responsibilities are as follows:
a) Implementing the guidelines and policies stipulated by the State on foreign intellectual resources introduction from foreign countries, Hong Kong, Macao and Taiwan and overseas training; designing and implementing the policies, management measures and development strategies of foreign intellectual resources introduction and overseas training.
b) Responsible for the management of foreign experts and experts from Hong Kong, Macao and Taiwan who are working in Hunan; responsible for the implementation of the administrative permit of intellectual resources introduction from foreign countries and Hong Kong, Macao, Taiwan.
c) Responsible for the management of the special fund of foreign intellectual resources introduction, supervising and coordinating the intellectual resources introduction work of relevant cities and departments within Hunan province.
d) Responsible for the centralized management of the overseas training programs in the whole province; responsible for making the plan of the overseas training, and undertaking the recording, examination and approval of overseas training programs; responsible for organizing the key overseas training programs of Hunan Province, and supervising and coordinating the work of provincial BFT test.
e) Establishing the intellectual resources introduction achievements promoting system, drawing out and implementing the measures for achievements evaluating, commending and promoting; undertaking the propaganda work of foreign intellectual resources introduction, organizing the experience exchange activities in foreign intellectual resources introduction.
f)  Cooperating with Public Security Department and employing units to ensure the security and secrecy work of the foreign experts and experts from Hong Kong, Macao and Taiwan who are working in Hunan.
g) Undertaking the work of commending and rewarding the overseas talents who make outstanding contributions to Hunan economic and social development.
h) Centralized managing the International Talents and Intelligence Exchange and Cooperation Center of Hunan Province, supervising the work of Hunan Provincial International Talents Exchange Association.
i) Establishing the network of external talents introduction and taking charge of the websites of Hunan Provincial Bureau of Foreign Experts Affairs and International Talents Exchange Association of Hunan Province.
j) Undertaking the other items delegated by the Committee of Hunan Province C.C.P, Hunan Provincial government, State Administration of Foreign Experts Affairs and Hunan Provincial Department of Personnel.
2. Interior Structure
　　In accordance with the above main functions, three functional offices are set up in Hunan Provincial Bureau of Foreign Experts Affairs.
　　a) Office of Comprehensive Training
Responsible for organizing and coordinating the daily government affairs; compiling the mid and long-term development strategy of intellectual resources introduction; paperwork drafting, meeting arrangement, papery and electronic documents processing, information synthesizing, secretarial filing, confidential letter-accessing, reception; Responsible for compiling the local policies and measures for intellectual resources introduction in accordance with the guidance of the State; propagandizing the intellectual resources introduction work of Hunan Province; constructing the website of intellectual resources introduction and publishing Hunan Intellectual Resources Introduction; in charging of foreign exchange and cooperation in personnel and talents area. Responsible for the centralized management of overseas training program of Hunan Province, examining and approving of the overseas training programs; summarizing and promoting the achievements of overseas training program; responsible for the evaluation of channels undertaking the overseas training program; organizing the key overseas training programs of Hunan Province and supervising the work of provincial BFT test.

b) Office of Foreign Experts Management
In charge of the management of foreign experts affairs; issuing the Working Permit for foreign experts and Foreign Experts Certificate; inspecting, guiding foreign expert affairs of Hunan Province, concluding and exchanging the experience of foreign expert affairs; examining the qualification of foreign experts employing units and authorization of overseas foreign talents introduction agencies; commending work to foreign experts such as “Xiaoxiang Friendship Award”; organizing significant events of foreign experts; cooperating with Public Security Department & employing units to ensure the security and secrecy work of the foreign experts.

a) Office of Program Management
   Responsible for compiling the mid & long term plans and annual plan of intellectual resources introduction and overseas training program, maintaining and extending the achievements of key programs; constructing and evaluating the intellectual resources introduction bases of Hunan Province; approving and inspecting the special funds of intellectual resources introduction programs; constituting the relevant stipulations of intellectual resources introduction and overseas training work and inspecting its process; establishing connections with overseas foreign experts organizations and institutions.
