“Hunan people are grateful to you!” The 3rd “Xiaoxiang Friendship Award” Ceremony & National Day Reception were held in Changsha on 22nd, Sep. 2006. Ukrainian expert—Mr. Tarchutkin Olexandr was engaged by TBEA Hengyang Co. Ltd and other 14 foreign experts were conferred the 3rd “Xiaoxiang Friendship Award”.

 

                       The Experts Came From All Over the World

    “Xiaoxiang Friendship Award” is the highest prize in praising the contributive foreign experts set by Hunan Provincial People’s Government and it is given every two years. Since its establishment in 2002, altogether 41 foreign experts coming from more than 40 countries and areas have been granted with his honor which covers nearly every field such as industry, agriculture, forestry, education, culture and science.
    Winning cups and honoring certificates were awarded to 15 foreign experts by Mr. Xiao Jie, the vice—governor. These foreign experts came from 15 different countries all over the world. Mr. Xiao Jie expressed, foreign experts not only brought the advanced science and technology, experiences of management for Hunan, but also made the active contribution in order to bridge Hunan to the outside world and make Hunan well-known to the world.

 

                        13,000 Foreign “Brain Trust” Will Work in Hunan

    Since 2002, 7,886 foreign experts have been working in Hunan Province. 8 state and provincial bases for promoting the intellectual introduction program achievement have been set up; 169 colleges are qualified for hiring foreign experts; 304 state intellectual introduction programs have been conducted; and over 10 million RMB have been successfully applied from the State Administration of Foreign Experts Affairs for this program. 900 intellectual introduction programs were put into effect, in which 600 programs were introduced. 16 bases of intellectual introduction achievement constructed in Hunan. At present, Hunan Provincial Department of Personnel has issued the Provincial 11th “five years” plan of intellectual introduction.
